The problem
Receiving the files does not establish that the register is complete.
Drawings, equipment lists and vendor dossiers often arrive separately. A tag can appear on the drawing but be absent from the EAM, while an equipment entry has no matching datasheet. Checking the handover means reconciling those records in both directions.
